Housing First. What is it exactly?
The term is used very loosely as the opposite of traditional services for homeless people (emergency shelters, transitional programs). There are ambitious claims made about ending homelessness and saving tax-payers money through using a Housing First approach; this research piece investigates these claims, reviews what has been done, and focuses on the benefits and challenges to this relatively new approach to homelessness.
Note: The Word versions are included for ease of reading footnotes to the research. If you place your cursor over a footnote number in the main body document, the footnote will pop-up on the screen.
